Evaluationsbericht des Projekts „QuartiersNETZ“ N2 - Im vorliegenden Bericht werden die Zielsetzungen, Phasen, Methoden und Ergebnisse des Teilprojekts Evaluation des im Zeitraum von November 2014 bis Oktober 2018 vom Bundesministerium für Bildung und Forschung geförderten Projekts „Ältere als (Ko-)Produzenten von Quartiersnetzwerken im Ruhrgebiet (QuartiersNETZ)“ dargestellt. Ziel des Verbundprojekts in der Förderlinie „Gesundheits- und Dienstleistungsregionen von morgen“ war es, exemplarisch in vier Quartieren der Ruhrgebietsstadt Gelsenkirchen unter Beteiligung älterer Bürger*innen und weiterer Akteure quartiersbezogene Partizipations-, Kooperations- und Unterstützungsstrukturen (Quartiersnetzwerke) aufzubauen und zu implementieren. Dadurch sollte die Möglichkeit zur Teilhabe und Beteiligung am Leben des Quartiers für (ältere) Menschen möglichst aller Lebenslagen gewährleistet werden. Diese „realen“ Quartiersnetzwerke sollten durch – ebenfalls partizipativ entwickelte – digitale, technische Artefakte unterstützt werden. Ziel der Evaluation war die Sicherung der Prozess- und Ergebnisqualität. Das Teilprojekt Evaluation, angesiedelt am Fachbereich Angewandte Sozialwissenschaften der Fachhochschule Dortmund, war für die Bestandsaufnahme, die formative und die summative Evaluation verantwortlich. Es wurde untersucht, inwiefern Partizipation bei der Entwicklung von Quartiersnetzwerken und quartiersbezogenen digitalen, technischen Artefakten gelingt, und inwieweit verschiedene bzw. welche Bevölkerungsgruppen mit den Partizipationsformaten und den entwickelten Strukturen erreicht werden. Hierzu wurde auf eine Kombination aus qualitativen und quantitativen Methoden zurückgegriffen. Zu betonen ist, dass sich der vorliegende Evaluationsbericht auf die Ergebnisdarstellung der summativen Evaluation, und hier in erster Linie auf die Ergebnisse einer Schlussumfrage unter Teilnehmenden der sogenannten Quartierskonferenzen, begrenzt, da die Ergebnisse der Bestandsaufnahme, der formativen Evaluation und Teile der summativen Evaluation bereits in anderen Publikationen umfassend dargelegt wurden. Die (summative) Evaluation hat gezeigt, dass Strukturen, durch die Quartiersentwicklungsprozesse in Gang gesetzt, gesteuert und begleitet werden, einen wichtigen Beitrag für ein gutes (Zusammen-)Leben im Quartier leisten können. Wohnortnahe, niedrigschwellige und kontinuierlich stattfindende Beteiligungsformate, wie z. B. Quartierskonferenzen, tragen zur Information der Bewohner*innen bei, haben eine soziale, gemeinschaftsbildende Funktion inne, stärken den Dialog und Austausch, ermöglichen Aktivierung und Empowermentprozesse etc. Im Vergleich zu anderen Beteiligungsformaten (z. B. stadtweiten Arbeitsgruppen zur Entwicklung einer digitalen Plattform) werden mit Beteiligungsformaten im unmittelbaren Wohnumfeld, in denen Anliegen, die das Quartier betreffen, und Ideen zur Entwicklung bzw. Gestaltung des Quartiers eingebracht werden können (z. B. Quartierskonferenzen), relativ heterogene Gruppen von Bewohner*innen, wenngleich nicht alle, erreicht. N2 - This report presents the objectives, phases, methods and results of the Evaluation of the project “Older people as (co-)producers of neighbourhood networks in the Ruhr area” (short title: QuartiersNETZ) which was funded by the Federal Ministry of Education and Research from November 2014 to October 2018. The aim of the project was to establish and implement neighbourhood-based participation, cooperation and support structures (neighbourhood networks) in four neighbourhoods of the Ruhr district city of Gelsenkirchen with the participation of older citizens and other stakeholders. This was intended to ensure that (older) people of heterogeneous life situations had the opportunity to participate in the life of the neighbourhood. These structures should be supported by digital, technical artefacts, also developed in a participatory way. The aim of the evaluation was to ensure process and outcome quality. The subproject “Evaluation”, located at the Department of Applied Social Sciences of the University of Applied Sciences Dortmund, was responsible for the analysis of the initial situation, the formative and the summative evaluation. It was examined to what extent participation in the development of neighbourhood networks and neighbourhood-related digital, technical artefacts is successful, and to what extent different or which population groups are reached with the participation formats and the developed structures. For this purpose, a combination of qualitative and quantitative methods was used. It should be emphasised that the present evaluation report is limited to the presentation of the results of the summative evaluation, and here primarily to the results of a final survey among participants of the neighbourhood conferences, since the results of the initial situation analysis, the formative evaluation and parts of the summative evaluation have already been comprehensively presented in other publications. The (summative) evaluation has shown that structures that initiate, coordinate and support neigh-bourhood development processes can make an important contribution to a good (communal) life in the neighbourhood. Participation formats that are close to the place of residence, low-threshold and take place continuously, such as neighbourhood conferences, contribute to informing residents, have a social, community-building function, strengthen dialogue and exchange, enable activation and empowerment processes, etc. In comparison to other participation formats (e.g. city-wide working groups for the development of a digital platform), participation formats in the immediate living environment, in which concerns concerning the neighbourhood and ideas for the neighbourhood’s development are in focus (e.g., neighbourhood conferences), reach relatively heterogeneous groups of residents, although not all of them.
