International Cultural Relations are still largely carried out with the help of infrastructures shaped by the legacies of European overseas colonialism. Historical reflection is essential, as are practices of relearning. Research and discussions on fair collaboration and its implications on behaviour, terminology, hierarchies and access have only started. The ICRRA 2024/2025 conference questioned epistemological orders: It explored diplomatic practices, as well as contemporary artists’ engagement with frameworks of diplomacy (Northern America), discussed how epistemological pluralism can be achieved through decolonial frameworks and structural change (Germany and Ukraine), presented research on the concept of Extalgia and festivals as paradigms of exchange (Nigeria), and debated on the role of Artivism and its potential for reimagining post-colonial narratives (Canada, Mexico, Colombia).
This grey literature publication is an essential resource for researchers and students who want to delve deeper into the topics that were presented by our specialists during the conference’s panels.
Comment les arts, le patrimoine et le secteur culturel peuvent-ils contribuer à la paix et à la sécurité dans un monde de plus en plus conflictuel ? Lors du colloque 2022 de l'ICRRA, des approches académiques et des projets pratiques du monde entier ont mis en évidence le rôle important que les relations culturelles internationales peuvent jouer à cet égard. Ce rapport partage le message principal de la conférence - sur le potentiel des relations culturelles internationales à redynamiser la réalisation de l'ODD 16 (paix et justice) et à promouvoir une compréhension plus holistique de la paix et de la sécurité - ainsi qu'un résumé des réflexions de la conférence autour des concepts clés de la sécurité humaine et des droits culturels. Des études de cas et des citations des participants et participantes illustrent ces points et montrent comment cette approche des relations culturelles en matière de paix et de sécurité fonctionne sur le terrain dans différents contextes.

At the 2022 ICRRA conference, academic approaches and practical projects from around the world showcased the important role that international cultural relations can play in this. This report shares the overarching message of the conference – about the potential for international cultural relations to re-energise delivery of SDG 16 (peace and justice) and to promote a more holistic understanding of peace and security – along with a summary of reflections from the conference around the key concepts of human security and cultural rights. Case studies and quotes by the participants illustrate these points and exemplify how this cultural relations approach to peace and security works on the ground in different settings.
